Resource Manager Approval of Timesheet Impact

We are currently using Project Server 2003, no SP.

Is there any 'impact' of a resource manager approving/not approving
timesheets from their associates? I have been told by someone that if
the timesheet is NOT approved or is rejected, the time does not appear
in the OLAP cube. Not sure if this is the case or not.

So, is there any impact if an RM does not approve a timesheet, besides
the astericks appearing on the Updates page?

Any clarity is greatly appreciated!
