Resource Manager not receiving notifications of overdue tasks

I have been unsuccessful in setting up Project Managers to receive overdue
task reminders for resources that report to them but are on projects not
managed by them. They do receive these notifications if the resources ARE on
projects they manage.

I have confirmed that the RBS is reflecting the correct reporting
relationship. I have also assigned this Project Manager to the Resource
Manager group. This group has a custom REsource Manager category (instead of
the default My Resources category). But if anything, this category provides
more permissions than the default.

Is there something else I can check?
