Resource Manager Role

Hello

Resource manager is an important role in some of the organizations.

is it possible to:

1-Restrict changing the booking type for resource managers only. This means
the project manager can selelct a resource with proposed booking only and it
is the job of the resource manager to commit the resource. So how can I force
the project manager to select proposed resources only? is there any
permission that can be denied?

2-When a project manager select a resource for a project, an email should be
sent to the resource manager to inform him, how can this be done in project
server?

I feel that the role of resource manager is not well managed in Project
Server despite the fact that it is a requirement for most of mature
organizations
