Resource Manager to view Admin Plan

I would like for Resource managers to be able to take ownership of the
specific admin plan I created as admin to edit vacation times of the
resources they manage. What specifically in the group (resource
Manager) security settings do I need to check in order for this to
work?

They need to have "Create Administrative Projects permission." I believe
they must create the project that they manage.

Thanks, I thought that might be the case. They must in fact publish the
plan.
