Resource Over Allocations - Help!

My company's portfolio in PS is approx. 150 projects. We migrated these
projects in mass and did not reconcile overallocations. Yes, bad idea I know.

How do we begin to "level" resources across the entire enterprise? Our
projects have differring priorities. Would the priority field help in any way?

Should we simply not worry about overallocations at this point and ensure we
create no future overallocations? We're struggling with this as the only way
we can think to do this is to level each project in order of priority and let
the overallocations cascade through the portfolio to the point where we can
see when the work must stop due to resource constraints?

The answer depends on how suitable your plans are for an EPM environment
and, to a large extent, how sharp your skills are devising solutions using
the system. Reloading resources across a portfolio of 150 projects might be
akin to boiling the ocean. Then again, it may not. A lot of variables need
to be understood to give you good advice on this subject.
