Resource Plans - view for all users who checked it out

Hi,

We are using more and more often Resource Plans in our organization. Some of
our colleaques are complaining that from time to time they can see
information "Resource Plan has been checked out" and is not possible to them
to see who checked that out (there to not have adm rights). Is possible to
create any view where it will be possible easly fond who checked out which
Resource Plan ?
