Resource pool + customers + subcontractors (v 2002)

We are using enterprise resource pool for our company's resources. The
next step is managing the resources of customer's personnel and
subcontractors. We intend to use master projects (I know - do not
publish them to server). Here I encountered a 'funny' feature :
- local resources are shown multiple times due to the fact that they
are in each single project
- the individual projects reside on the server side and only
enterprise resource pool can be used (no sharer file for the locals
e.g)

I would appreciate a hint to the right direction in managing the local
folk's :)
