Resource Pool Error Message

Has anyone experienced the following error on Project Server 2003 SP2\?

There was an error opening the enterprise resource pool.

You may not have sufficient permission to access the selected resource(s).
Would you like to retry?

This just started happening recently.

I do not know if this is MS Patch related.

Please advise if you have experienced this or heard of this problem.
