resource scheduling and all day events?

Why does my resource schedule in Outlook not decline a new meeting request i.e. Fri 2pm - 3pm, if it conflicts with an existing appointment marked in as an 'All Day Event'? i.e. Fri all day event? Am totally stumped!!
