Resource scheduling with all day events

I am trying to set up resource scheduling with various resources. However, if someone books the resource, and they do it properly by booking it as a resource and not a user, but they book it as an all day event, other users can still reserve the resource. The resource only lists itself as busy if you reserve it for a specified time, not an all day event. Any work arounds or suggestion are appreciated
Using Exchange 2000 and outlook 2000 and 2002
