Resource Scheduling

I'm unable to get into the Resource Scheduling option in Outlook 2003. I get
the generic "The operation failed" message. No events in the EventViewer. I'm
running Exchange 2003 on Windows 2003. All workstations/servers have latest
updates and service packs. Also, I've tried removing Office 2003 SP1; still
no luck. Any ideas?
