Yes. What you should do is to build a custom enterprise Lookup Table called
something like Skills. Then you can create a custom enterprise Resource
field called Skill and attached the Skills lookup table to the field. After
doing this, you can then make the field an multi-value (MV) field so that
your Project Server administrator can selected multiple skills for each
resource. Hope this helps.

Log into PWA with administrator permissions and then click Server Settings -
Enterprise Custom Field Definition. On the Custom Fields and Lookup Tables
page, click the New Lookup Table button. On the New Lookup Table page,
enter a name for the Lookup Table in the Name field, and enter an optional
description in the Description field. In the Code Mask section, enter your
Code Mask definition that defines how many levels of indenture you need in
the Lookup Table (such as 1 level, 2 levels, 3 levels, etc.) along with what
type of data is allowable in each level. Now comes the hard part: in the
actual Lookup Table section, you must enter the list of skills you want to
track. This information I CANNOT provide for you. You need to determine
this list based on your organization's project management and resource
management needs. You may need to enlist of the help of your HR department,
and/or the assistance of your executives, senior managers, and project
managers as well. When finished, click the Save button. After you do this,
you can create a custom enterprise Resource field that includes the Lookup
Table.

Also, if you do not already have our books for Project Server
administrators, I would strongly encourage you to purchase it, as it has an
excellent section on how to create custom enterprise fields, including
extensive information on how to create fields with formulas. You can
