Resource unable to save issues

I have searched the knowledge base and don't find the problem I am having. I
have my "team member" group with permission to "view risks, issues and
documents" in the category. I have the global permission set to yes for
"view risks", "view documents" and "view issues". They are able to view any
and all issues. This is what I want. What they can't do is edit and then
save to the issue. What do I need to do?

On the projects that they want to create issues or risks, they should have
at least one published task.
