Resource Usage Different Between Two Plans

As a test, we used the canned report View/Reports/Workload/Resource
Usage and looked at one person from the Enterprise Resource Pool who
is assigned to two projects. We ran the report for each project. In
one project she shows about 33 hours of work for the week in question.
In the other, she shows about 50 hours. We have identified specific
tasks that don't show in the other report.

We would like to use these reports to better understand and control
utilization, but if the numbers are not consistent, we can't. Anyone
have an idea of what's going on here?
