Resource Usage is 0h but expected 8h

After levelling, Resource Usage for a particular resource is 0h and sometimes
2h or 3h when I expect it to be 8h. This occurs about once a week for several
months in the project. The Resource Usage shown in the Resource Usage view
seems to agree with what I see in the Gannt chart. In other words as far as I
can tell Project is internally consistent.

The Project has about 15 resources, about 1000 tasks and spans about 1.5
years. Only one .mpp is involved although it has links to Excel worksheets.
There is no Project Server.

1. I have upgraded to Ofice SP2 and that doesn't help. Project's Help >

2. I checked the Tools > Working Time to see if the base calendar or the
resource calendar was blocking out time but it isn't.
3. My leveling settings are as follows:

Leveling calculations: MANUAL
Look for overallocations on a DAY BY DAY basis
YES: Clear leveling values before leveling
YES: Level entire project
Leveling order: PRIORITY, STANDARD
NO: Level only within available slack
YES: Leveling can adjust indidviual assignments on a task
YES: Leveling can create splits in remaining work
NO: Level resources with the propsed booking type

See what calendar your resource set to? I work on outages that work around
the clock. So I always set my resources to a 24 hour calendar and allow the
task calendar dectate when the resources are needed.
Do you have your resource max units set correctly?
