Resource usage

Hello,

I remember from Project server 2003 that I can see in the resource usage
view assignment from other gantts even they didn't publish the gantt.
Now, at 2007 version, I can see assignments only after the other gantt
published.

Is it should be like that ?

We would like to have Availability calculated taking in mind the proposed
projects.

Is there any way to do that in PS 2007?

Any changes in this behavior in PS 2010?
