Can a resurce use report be created that prints ONLY exception. non-working
time. Have a report that prints the weekday non-working hours as well
exception time, but dont want the weekday non-working hours on the report.

AreBe,
To be honest, the grammar of your post makes it a little hard to really
understand what you want. The basic answer is "yes". A report can be
generated to provide any information on Project data in pretty much any
format needed.

The built-in Reports in Project can be customized to some degree but do
not have a lot of flexibility. Many times a custom view can be created
to display (and then print) the desired data whether the data is an
existing Project field or data generated by formula in a custom field.
However the most flexible approach for creating custom reports is by
using VBA. With this approach, direct Project data or customized data
generated from the Project fields can be extracted/created and exported
into Excel, Word, etc. where it is generally much easier to format.
