Resource with Project Server Account

How can we add a resource in the resource pool with only a Project Server
Account. We want to used this for tracking time for resources collaborating
to the project but not defined specifically as a user in PWA?

You can set up local resources that are local to the individual project plans
that they are added to. The other thing I have done is to have some generic
resources set up in the resource pool for people external to the company, who
are then added to projectplans, and can be used for analysis, but do not have
access to PWA
