Resource won't level

In a project with four resources from the Enterprise Resource Pool, all of
them dedicated to this project, all assigned to about 40-50 tasks, two of
them won't level at all, and the other two do just fine. This is whether I
level the entire project or selected resources, and regardless of the timing
(my usual is week by week). The only unique thing about the 2 that won't
level is that they are the ones most recently added to the Enterprise
Resource Pool. All tasks have priority <1000. Any ideas??

Sorry, should have mentioned that it's Project Server 2003.

In the Resource Sheet view of any project containing these two resources,
temporarily insert the Can Level field. Is the value set to Yes? If it is
set to No, contact your Project Server administrator to ask him/her to set
the values to Yes immediately. Let us know what you find.

I forgot to mention that I had checked "Can Level" and it was/is "Yes".

BTW I side-stepped the problem by creating a new "fake" resource with all
the same attributes and it worked. But I've had this happen on other
projects also so I'd like to dig into what's going on. Thanks.
