Resource work availability report

Dear all,
I noticed in resource work availibility report (in visual report Ms
Project profesional 2007), there are some big question in my mind.
a. the actual work doesn't give the right value.
The cause of problem is when user fill timesheet in PWA and they fill
administrative time (type working). In ms Project profesional it is noted in
"other project and commitments" as work time(the actual work is blank). It
makes the actual work in resource work availibility report doesnt give the
right value.
b. The remaining availibilty in resource work availibility report and
resource usage view in project profesional doesn't match.
I have tried to compare day per day between value in resource usage (menu
View -> resource usage) and in the resource work availibility report
Could someone explain this situation?
