Resources are showing but not in drop down-ks

Project 2003
Most of my resources in a project are showing in the resource sheet but not
as a drop down list when assigning projects in the Gantt view.

I tried "Share Resources" from another project with both Pool takes
precedence and Sharer takes precedence. The screen just blinks at me.
