Resources changing to Proposed

Currently we have Dec CU and SP1 for Project Server 2007 installation. We
have had a few incidences where a resource submits timesheets and receives an
error processing. Then, the PM looks at the plan and the resource has been
changed from Committed to Proposed so the timesheet issue is due to there
being no assignments for the resource. The PM insists they have not changed
the booking type, how else can the booking type be changed in a schedule? Is
this a bug?

I believe that there is a fix for this issue in the more recent release of
SP2.
