resources showing as over allocated but should not

some people resources are showing an over allocation although they have not
exceeded 8 hours in the standard work calendar on any given day

Overallocation is not that simple. You could have a person who works an 8
hour day and has a maximum allocation of 100% assign to two 1 hour tasks on
a day and still they show overallocated. How can that be? 2 hours = 25% of
8 hours! The answer is both tasks are occurring at the same time, say 8 to
9 in the morning. Even though the total hours for the day are fine, they
still can't be two places at once. Change your date format to one that
shows both date and time and examine the tasks this person is working - I'll
bet you'll find they overlap. Level on an hour-by-hour time frame and it
should fix it.

Project tests for overallocations down to the minute, not
just on a daily basis. You can see this in the usage
views if you zoom in with the little + magnifying glass
icon on the top toolbar. Go down to the hourly level and
find the overallocation. Here is an example: if there are
two 1-hour meetings at 9:00 AM and the resource is
assigned to both, it will show as an overallocation even
if there is no more work that day! I tend to disregard
overallocation warnings if I see there are just 8 hours
assigned in the day -- I assume the resource will figure
out how to handle the intra-day conflicts and get all the
