Response Toolbar

I am using Outlook 2003. How do I make the Response Toolbar load?
Every time I go to set the toolbar it won't allowed me to set it.
Makes that clink noise. I can't find anything in Outlook in Microsoft
to explain what this is all about.

OR maybe I don't understand the purpose of this toolbar. Can someone
explain this to me?

The Response toolbar loads automatically and only on sent/received messages
and saved other items when those messages or items have custom actions.
