Restart at "x" not always working

I am using Word 2007 in XP Pro. I am using styles for outline numbering. I
have created a "Step" and "SubStep" style where Step would be 1., 2., 3...
and SubStep would be indented more and have a., b., c... and so on. This way
I get step 1 and then below it I can add sub steps. Each time I need to
restart the numbering for a new step1 I right-click and select "Restart at
1." When I add new sub steps, I right click and select "Restart at a." This
worked great.

I am at a spot where when I select "Restart at a" it won't change the
numbering at that spot. I looked at Shauna Kelly's website on numbering, but
it refers to many elements that I cannot find in the 2007 application, e.g.
"... the Outline Numbered Tab" or its attebdant "reset" button. This sounds
exactly like some of the numbering "nasties" Shauna referrs to on her page,
and I'd sure like to clear them... but how?

The easiest solution is to set this up as a multilevel (outline-numbered)
list, where Step is linked to level 1 and SubStep to level 2.

More specifically, do the following to create an multilevel list in Word
2007: On the Home tab, click Multilevel List, and then click Define New List
Style. Type a name for the style. To specify the formatting for each level,
and to associate a paragraph style with each level, click the Format button,
and then click Numbering (this will present a dialog box similar to the
Customize Outline Numbered List dialog box of Word 97–2003; see
http://www.shaunakelly.com/word/numbering/OutlineNumbering.html).

In order to apply such a list to text, you could apply the list style (for
example by typing its name in the Apply Styles pane), but it will be easier
to apply the appropriate paragraph style directly.

To edit a list style, you can use the Manage Styles dialog box (click the
Manage Styles button in the Styles pane).
