Restart Microsoft office outlook don’t send error occurred

Restart Microsoft office outlook don’t send error report occurred when i open
the attachment file of any office file.

I have been disable error reporting setting in my computer
propeties,Uninstalled & installed MS Office,Scan PST Tool run,
Deleted Temp files from all users profile & window folder.I checked in
another profile also but same problem.We have SEP Antivirus updated.
Probelm occured 2003 office with SP3 & also i upgrad the office 2003 to 2007
but problem remain same.

Pl suggest ASAP

And the err msg would be?
Upgrading is not going to cure such a problem

Dear Sir,

ya i reinstall the OS.But same problem are coming in another PC.
What can i do Pl help
