restart numbering for captions

I am working in a document with multiple linked documents. Each section's
figures and tables should be numbered according to its section or subsection
(e.g., Table 1.1-1, 1.2-1, etc.). The trouble with captions is they number
sequentially, and I need to be able to force them to start at 1 (by heading
level).

It looks like you're trying to have three levels of numbering, or two
different heading levels. Are you using the "Include chapter number" option?

I will try this. For some reason, I convinced myself this wouldn't work for
this particular document because of the various levels at which the figures,
tables, and photos are placed, but now I see where I can specify the number
heading level. Thank you.
