Restart Numbering isn't working in all instances.

I have set up a paragraph style for numbering paragraphs. I have a large
document and have used this style many times, so I need to restart the
numbering in multiple places. Sometimes, when I right click on the first
number in the sequence that I wish to restart, and click on Restart
Numbering, it works just fine. At other times, the first number changes
briefly to 1., then jumps back to whatever number it was before. In these
instances, if I choose Format/Bullets and Numbering, the radio button for
Restart Numbering is greyed out.
