Restart Numbering = Set Numbering Value but it's not available?!

I made a style called List Number. But every time I apply it, it continues
the numbers from the last series. In Office 2003, I could just "Restart
Numbering." After wayyy to much searching, I found the equivalent command in
Office 2007 is "Set Numbering Value."

The Help says to right-click the number you want to change, and select "Set
Numbering Value." However, when I do this, "Set Numbering Value" is always
greyed out and not available, so I can never restart my numbers.

I thought perhaps there would be some attribute of the Paragraph category
that could deal with this, since it's a problem in a style. But I don't see
anything there either...HELP! (And Gee WHIZ why did Microsoft have to go
messing with something so basic and break it?)

List Number (and its relatives List Number 2, 3 4 & 5) are built-in numbered
styles in Word 2007 and while you can modify these styles, Word should not
allow you to create a style with an existing name. As you have said nothing
about how you have created the style, I can only point out that if you use
one of the built-in numbered styles, you can indeed restart the numbering by
right clicking the number and selecting Restart at 1 or Set Numbering Value
which provides some further options.
