Restarting Level 1 Numbering After Section Break

[Word 2002] I have a document that requires multi-level numbering,
although most paragraphs are L1 (which is a modified, built-in H1 in
my scheme). I need one set of numbers at the start, then another set
of numbers after a short intro. However, the "restart after" option
is grayed out for L1/H1. Nothing seems to work, including inserting
a section break. What is one supposed to do in this situation?
