restarting resets Word X toolbar after customizing., any ideas why?

if i customize my toolbar in MS Word X, i can restart the application
and it keeps my changes but if i restart the computer, it reverts back to the
default toolbar.

i'm running 10.3.5 with MS Office X.1.5. this is repeatable and
happens on other computers in my office.

i've repaired permissions...
any ideas?

Changes to toolbars are saved in the Normal template. Do other changes to
the Normal template (default font, etc) persist past a restart?

Are you by any chance in a work environment controlled by an IT dept that
might have your Normal template set to regenerate on every restart, or on
login?
