Restore Down feature in Outlook

The restore down feature in outlook does not work. When the user clicks it,
it minimizes outlook and the user has to right click and click maximize for
user to open outlook again. Has anyone seen this?

After "Restoring down" r-click it in the Taskbar and select Move. Now
move it back to the visible area of the Desktop with the arrow key.
