Restoring a back up.pst

Have tried the solution herin but still not restoring. CAn someone help?
Backed up Outlook 2007 to a drive. Formatted and installed Windows 7 on my
(previous XP Pro SP3) computer. Have reloaded MSOffice Enterprise. Have
tried to restore the Outlook backup and it will not import my old mail and
messages. Can someone tell me what step I am missing?

And what method did you use to create this backup?
Generally you open any data file, located on your drive, within Outlook via
File>Open>Data File
