Restoring default

Outlook 2000 shortcut bar

User created new pst file and wanted to add to shortcut
bar.
He clicked do you want to see this message in future and
said NO.
He cannot add another pst to shortcut bar anymore.

How do you get to the properties for this outlook bar so
we can restore the default?
