Restoring number format

How do I restore the number format for excel? For example:
when I type in 45; cell automating displays .45. I have already tried going
to format>cell>general etc; but each time I open another workbook same thing
happens 45 becomes .45

In xl2003 menus:

Tools|Options|Edit tab|Uncheck Fixed decimal places.

This is a useful setting for the accountant types -- not so much for me!

Somehow you Excel is set to add decimals.
In XL2003 and earlier: Tools | Options | Edit and uncheck "Fixed Decimals"

In XL2007 Office | Excel Options| Advanced | editing options and uncheck
"Automatically insert decimal"
