Restoring Outlook backup from MS office data file

Prior to rebuilding my system, I used the MS Outlook
Backup Utility, which created an Office Data File from all
pst files.

After rebuild, the system will not allow restoration from
this Office Data File.

I was using the import pst file option and got the messages

"Properties for this information service must be defined
prior to use" ..... and "File access denied - you do not
have permission"

Any suggestions?

Make sure the .pst file is not marked read-only.
