Restrict access to form design?

Hi,

One of the requirements for my current project is to
restrict access to form design features for one set of
users, who are allowed only to use the forms for data
entry, lookup and editing. The second set of users will
have full access to the forms (data entry and changing
design). Is there a way in Access to accomplish this?
Using Access 2000 on Windows NT.
