restricted user cannot Access file

Why the Admin can always open database file and the
retricted user cannot.

Eventhough after the Admin granted the user with Full
Control right of the database file. But after the Admin
opens the database and exit. The rights for that user
are GONE. Therefore that user cannot open the database
file.

Why?
