restricting the number of projects visible in PwA

In PwA (MSPS 2003), users see too many projects - including those that
have been closed / canceled. We don't want to remove those projects
because people have charged time against them, and we need to access
them for metrics, or perhaps to re-open them on occasion. Is there a
way to restrict users from seeing certain projects? I tried setting
the resources on those projects from committed to PROPOSED. But even
after saving / republishing, the users can still see that project in
PwA.
