restriction to internet options

I seem to have lost the ability to open internet options
from the tools menu.I recieve a restriction message
telling me to contact the computer administrater {which is
me. I am logged on as myself with an administrater
account.There are 2 other admin. accounts on this computer
both of which can access internet options through the
tools menu.I am using XP with internet explorer set as my
home page.I can't seem to find a setting to help internet
explorer to recognize me as having an administrater
account.Pls. help
