Retrieving Cell Data using C#

I am a little lost on this and I need some assistance or direction on where
to go. I am trying to link in with a Open Excel Spread sheet on windows. I
need to retrieve cell information for certain cells when they change. Is
this possible with C# or do I need to create a Add-In for Excel?? I can open
the file using Excel's interop services and read in the range of cells. But
the data doesn't change. How can I be notified of cell changes to retrieve
these values?
