Reverted back to Onenote 2003 but noteflags are messed up

Due to problems (already reported) with noteflags in 2007 I decided to revert
back to Onenote 2003, but my noteflags seem to be all mixed up (again).

I'd backed up
-My notebook
-Toolbars.dat
and
- preferences.dat
before I migrated to 2007.

I've deinstalled 2007, reinstalled 2003 and copied the above 2 files over to
C:\Documents and Settings\Paul Phillips\Application Data\Microsoft\OneNote
and also copied the Noteflag folder

The problem is a lot of the noteflag icons are now ? question marks when
they didn't used to be before. This occurs in the noteflag summary and also
the notes themselves.

This suggests to me the problem lies somewhere with the icons files ie its
picking up the wrong icons somehow.

Can anyone suggest what might be going on here?
