Review/Inking does not work with some Office 2007 documents.

I am using Review/Inking to grade papers. It works fine with Word 97/2003
docs, but some 2007 docs won't let inking work. I click the icon and nothing
happens. But if I save to 2003, inking tools are immediately available.
