Reviewing Toolbar and Revisions Panel

We have an ASP.Net app that opens PPT files in a child IE window. The problem
is when you put the file into edit mode, and select View|Toolbars Reviewing
and Revisions is not listed. The only way I have found to get it to show up
is to open a full instance of PowerPoint first, turn on the toolbars, then
launch teh hyperlink. Is there any way to configure the PPT IE plugin to
display all toolbars?
