Reviewing toolbar headaches

Hi there MVPs
I've looked at your FAQs but can't find what I need. I am struggling with
the Reviewing feature. I create a document (minutes of meeting), looks
normal to me. Email as an attachment to executive. One of them makes
amendments and returns. I look it over, looks normal again.
When I send it as an attachment to all members, only executive's corrections
are obvious in balloons.

As you can imagine, I don't want them showing. I just can't figure out how
to tie it down. I don't want the Review feature working. I haven't turned it
on. What is going on? How can I kill it off?

I have found a MS article

explain it a bit better to me.

In Word XP, is there a way of turning this tracking feature off so that
changes are not automatically tracked? I just can't trust my memory to
Reject/Accept changes before I email documents.
