Reviewing Toolbar - Set as Default View

I use the Reviewing Toolbar almost all the time. But I can't figure out how to configure it or my preferences so it appears as part of the default view. Does anyone know how to do this?

Specs:
Word for Mac version 12.1.2
Mac OSX: 10.5.4

By design, the Reviewing toolbar only appears automatically in documents
where there is something to review. My guess is that if there is nothing in
the document to which its features pertain it's considered by many to be a
waste of space. In a new document it will appear if you insert a comment or
activate the Track Changes feature.

I don't know of any way to override the behavior - Even displaying it in the
Normal.dotm & saving doesn't do it.
