REVIEWING TOOLBAR

I have set my formatting tools at the top of my Normal document but when I open a new document I have to manually click on View, then Toolbars, then Reviewing, in order to see the tools. Can I set it so that the toolbars appear automatically? They did before I upgraded to v 12.1.

The Reviewing Toolbar does not automatically appear unless/until there is
content in a document to be reviewed. Once a doc includes Comments, Tracked
Changes, etc. the bar becomes active. If you have some reason to display it
in a doc that includes no reviewable content you need to turn it on
manually.

BTW: If you're only at 12.1.0 you're missing a major update - 12.1.5 is the
current update level.
