Revised Time Not Going to Project Manager After Rejection

I've seen a couple threads regarding this issue but no solutions
mentioned as of yet. The details surrounding my dilema are the
following:

-Project manager rejects time after team member submission.
-Team member resubmits time, but project manager does not receive it
in Updates.

This is occuring on 3 projects with the SAME project manager
(affecting 3 different team members on 3 different tasks obviously).
Thinking it might have had to do with the project manager, we've had
another PM take ownership and republish the project becoming the
project manager. The updates did not appear in the new PM's Updates
page however.

Has anyone come across this problem? If so, has there been any
solution or at least a workaround to have this time reported properly?
