RichTextBox in Outlook 2003

Prior to Microsoft Outllook 2003 I could put a RichTextBox control (RICHTX32.OCX) on a form. Now I cannot. What can we do so that a RichTextBox Control can be added to a form in Microsoft Outlook 2003?
