Right to Left text entry should enter the text Right to Left

When entering RtL text in Word it does not correctly enter the text in a
Right-to-Left fashion. It is still entering the text in L-to-R mode, just
from the right side of the screen. Here's what I mean:

When I enter normal L-to-R mode, it types 1 -> 2 -> 3 -> 4.

When I enter R-to-L mode it types 1 <- 2 <- 3 <- 4.

It *should* type 4 <- 3 <- 2 <- 1, so that the first letter of my sentence
is at the right side of the first line of the paragraph.

I'm assuming this is in Word 2003.

Have you setup both Windows and Word to type in a Right to Left language?

Yes, this is for Word 2003.

Windows and Word are both configured for Hebrew, yet the RtoL setting still
acts as though I hit the JustifyRight button.
